Foreword

Under section 61 of the Fisheries Act, commercial fishers are required to submit their catch information to Fisheries and Oceans Canada (DFO) using a logbook. In 2007, DFO began a long process to replace the paper logbook with an electronic version. An electronic logbook is a software program used on board vessels that collects information on catch, fishing effort, and other data.

What Is JOBEL?

JOBEL is a web-based solution that allows commercial fishers to complete an electronic logbook at sea without the need for an internet connection*. Once on land, they can then transmit their fishing data to DFO via the web from a smartphone, tablet, or computer.


Designed by fishermen, for fishermen, JOBEL is software:

• Simple and easy to use, ensuring reliable data.

• Responsive design that works on a variety of smartphones, tablets and computers

• Works offline (not connected to the internet) when entering information* and requires a wireless (Wi-Fi), cellular, or satellite internet connection to send data.

• The data is sent by the fisherman to the DFO without having to use a third party to enter it.


* Registering with JOBEL and subscribing to a fishing module requires an internet connection, as the software is internet-based. However, once you have registered and subscribed to a module and opened it on the web from your device (smartphone, tablet, or computer), you can access it from that same device in "offline" mode, without an internet connection.

Legal notices and privacy policy
  1. By using the websites www.jobel.ca, app.jobel.ca and the JOBEL electronic logbook software, or by submitting information to JOBEL via the web or any other means, you agree to the collection, transfer, and use of this information as described in this notice.
  2. By using the websites www.jobel.ca, app.jobel.ca and the JOBEL electronic logbook software, or by submitting information to JOBEL via the web or any other means, you agree to the terms of the legal notice.
  3. Privacy Policy

    The information you provide using the electronic logbook client application is collected under the authority of the Fisheries Act and the Fishery (General Provisions) Regulations for the purpose of administering commercial fisheries under the jurisdiction of Fisheries and Oceans Canada (DFO). This information may also be used for compliance verification, program planning or management, reporting, safety or security, auditing, evaluation, statistics, research, policy development, law administration or enforcement, crime detection, prevention, or suppression, and investigation. Under the Privacy Act, you have the right to correct, access, and protect your personal information. You also have the right to file a complaint with the Privacy Commissioner of Canada regarding the handling of your information. The personal information collected by the electronic logbook client application is described in Personal Information Bank (PIB) DFO PPU 410. It can be viewed and verified for accuracy. For more information, visit the Info Source website at www.infosource.gc.ca.
  4. Personal and other confidential information

    Electronic logbook data transmitted through JOBEL is confidential and subject to the provisions of applicable federal and provincial laws. Therefore, electronic logbook data is protected against unauthorized disclosure and access by third parties other than DFO and the fisher from whom it originated. Disclosure of or access to data by a third party other than the fisher from whom the data originated must be authorized in writing by the fisher and DFO. However, access to electronic logbook data is permitted when required by a JOBEL technical support person or a person working under their supervision to diagnose and resolve hardware or software problems related to the ELOG client. The electronic logbook provider, JOBEL, has a strict confidentiality policy regarding the use of personal and sensitive information received, including:

      a. Personal information that you provide directly in the electronic logbook;

      b. Personal information provided by Fisheries and Oceans Canada for the proper operation of the electronic logbook.

      c. Confidential business information, including all data contained in the catch reports and metadata related to the use of the electronic logbook. The JOBEL provider agrees, regarding the client's confidential information to which it has access in connection with the use of JOBEL and the information provided in accordance with section 61 of the Fisheries Act and section 22 of the Fishing Regulations (General Provisions), and subject, but not limited to, laws such as the Access to Information Act and the Privacy Act, to: a. Not rent, sell, give away, or use the information for purposes other than those related to the management requirements of the electronic logbook solution, the needs of Fisheries and Oceans Canada, and the purposes you have requested in writing. b. Preserve the confidentiality of this information with the same degree of care as if it were its own confidential information. c. Only grant access to this confidential information to those of its collaborators who need to know it in the scope of their duties, and only on the condition that these recipients are informed in advance of the confidential nature of the information and are bound by a confidentiality agreement at least equivalent to this commitment. The JOBEL provider may share confidential information with its advisors if they are members of a regulated profession bound by professional secrecy (such as lawyers, chartered accountants, or auditors). JOBEL agrees not to disclose confidential information to any other persons without the prior written consent of the owner of the confidential data and information, and guarantees the confidentiality of this information by all persons to whom it is disclosed. All information communicated in connection with the use of JOBEL is considered confidential information.
  5. Information relating to the use of JOBEL software

    Information sent to JOBEL when initializing, activating, or adding a module, or even during its use, is only used: (i) to verify the software license status; (ii) for compliance purposes; and (iii) to detect and prevent fraudulent use of JOBEL software.
  6. Web Use

    When a user connects to the Internet while activating, deactivating, updating, or using JOBEL, certain information is transmitted to the JOBEL provider:
      a. Device identification, which is a code generated by a specific combination of electronic equipment and the license to register it;
      b. The version and name of the device's operating software;
      c. The version and name of the device's browser;
      d. Universal Time (UTC + 0) at which an action is taken.
      e. Cookies and other digital markers

      Web usage information is used by JOBEL's provider to manage and improve the content and functionality of the jobel.ca website pages and the JOBEL electronic logbook.

      The Supplier will not access confidential data and information, or any other information stored on JOBEL's servers that is not considered confidential by applicable Canadian federal and provincial laws and regulations, for purposes other than those set out in paragraphs 3 through 6, unless there is specific written consent from the end user on a case-by-case basis identifying the type of data the Supplier may access, the entity authorized to receive the data identified in the written consent, for what purpose, and the duration of the authorized access.
  7. Contents of the USER guide

    The contents of the JOBEL user guide are subject to change without notice. No part of this guide may be reproduced or transmitted for any purpose or by any means, electronic or mechanical, without the express permission of the Regroupement des pêcheurs professionnels du sud de la Gaspésie Inc. The latter grants the purchaser of an electronic logbook module the right to use JOBEL and this manual for personal purposes.
  8. TECHNICAL SUPPORT

    JOBEL provides free technical support to the end user authorized by the JOBEL account owner and the JOBEL account owner, including managing changes authorized by the Department of Fisheries and Oceans to capture declarations, and transferring use of a JOBEL account duly authorized by the JOBEL account owner. It is available in French and English, and information services regarding the Services are provided during business hours only.

    You may wish to consult the resources and information available in your JOBEL account (user guide) and online (FAQs on the JOBEL website, the JOBEL Facebook page, and the JOBEL YouTube channel) before contacting Support.

    You can obtain the status and history of your contacts with the technical support service. You agree to behave appropriately, cordially, and respectfully in your dealings with technical support. JOBEL reserves the right to no longer respond to your requests in the event of abusive, outrageous, or degrading behavior.
  9. Access To Information

    A JOBEL account holder may request, in writing, free of charge, a complete report of all information relating to their account. However, in the event of a dispute between the Department of Fisheries and Oceans and the user regarding the transmission of fishing data in accordance with the laws and regulations applicable to fishing activities and the reporting of such fishing activities, the costs and expenses associated with the investigations to be conducted by JOBEL employees at your request shall be your responsibility.
  10. Connection

    The Internet and cellular networks present technical hazards (including unreliable connection lines, bandwidth fluctuations, and interruptions) and security risks beyond the control of JOBEL's provider. JOBEL's provider is not responsible for these failures and their consequences, particularly when they result in unavailability and/or discontinuity of the Services.
  11. Proper use of the Services.

    You agree to use the JOBEL solution in accordance with the legal and regulatory provisions applicable under the Fisheries Act and the Fisheries (General Provisions) Regulations and in compliance with the technical limitations set out in the current JOBEL user guide.
  12. Suspension of Services.

    The JOBEL service provider reserves the right to suspend all or part of the Services in the event of: (a) a risk to the stability and/or security of JOBEL’s systems and environments, the Services, and/or the Content, (b) a request from a competent administrative or judicial authority, (c) a notification from a third party, in accordance with the Act to establish a legal framework for information technology (CQLR, c. C-1.1), regarding the use of the Services for illegal activities, or (d) planned maintenance. Such suspension may occur immediately and without notice in cases of emergency, particularly in the situations described in points (a), (b), and (c) above, as well as in cases of illegal or fraudulent use of the Services, use that infringes on the rights of a third party, or more generally, any use that could result in liability for the JOBEL provider. To the extent possible, and subject to judicial or administrative orders, the JOBEL provider will attempt to minimize the impact of the suspension on the normal operation of the Services. Service suspensions do not result in the deletion of Client data stored on your device or on the servers hosting your JOBEL account. In the case of planned maintenance, a service suspension notice will be published on JOBEL’s Facebook page or by any other means.
  13. EVOLUTION OF SERVICES

    Lifecycle. To meet Canadian federal standards and fishermen's demands for electronic logbooks, JOBEL's supplier regularly updates its fishing catch reporting modules. The fishing modules follow a lifecycle based on the following indicative stages:

    "General Availability": The date on which a module, a new version, or a new range of electronic logbooks is made available after being qualified by the Department of Fisheries and Oceans Canada.

    "End of Commercialization": The date on which the commercialization of a module, or a version of a module, is discontinued at the request of Fisheries and Oceans Canada. If available, a new version of the module approved by Fisheries and Oceans Canada will automatically be available on your JOBEL account during the current subscription period for that module.

    Modification of ordered modules. In this context of evolution, JOBEL's supplier may modify the fishing modules at any time. Certain upgrades may take effect immediately in the following cases:
      a. Urgent developments made necessary in the event of a security risk or legislative development; and

      b. Modification of Third Party Products.
  14. CONTENTS

    The Contents of your JOBEL account are your property.

    JOBEL's provider has no prior control over the content and has no knowledge of it. It does not perform any validation of the content relating to personal information, including the license number, the fisherman's identification number, the boat name, and the boat number. You have full knowledge and control over the Content.

    You are responsible for recovering Content that has not been transmitted to JOBEL's servers.

    The JOBEL service provider undertakes, following the termination of the Services, not to retain any copies of the Customer Content except (i) if it concerns data that you must retain in accordance with applicable regulations, or (iii) if it concerns data that the JOBEL provider must retain in accordance with applicable regulations, data referred to in the Personal Information Protection Agreement, and data necessary to defend your rights or the rights holder of JOBEL and/or the JOBEL provider.
  15. MANAGEMENT OF UNAUTHORIZED USES OF THE SERVICES

    You must take the necessary steps to stop any unauthorized use of your JOBEL account.

    In the event of a Service malfunction, the Customer must report it to Technical Support as soon as possible, providing all necessary information to enable proper diagnosis. If an Incident is reported, Support will conduct investigations to identify the cause and establish a diagnosis. You agree to remain available at all times to collaborate with Technical Support in diagnosing and resolving the Incident, including by providing any additional information and performing all necessary tests and verifications. In order to manage Incidents, the Customer expressly authorizes agents duly authorized by the JOBEL service provider to log into your account, both at the hardware and software levels, and to perform any operations necessary to handle the Incident. This may require your intervention. Technical Support undertakes to keep you informed of the progress of operations.

    JOBEL's supplier will diagnose the problem by any means necessary. JOBEL makes no guarantees regarding response times or incident resolution within the framework of Support. If JOBEL's supplier determines that the Services are available and in good working order, that the existence of the Incident cannot be confirmed, or that the Incident is not its responsibility, the technical support service will inform you accordingly.

    Customer Complaints and Support Requests. Any complaints regarding the Services and support requests may be directed to Technical Support by telephone at 1-833-689-5623 from 9:00 a.m. to 4:30 p.m. Eastern Time, Monday through Friday.
  16. RESPONSIBILITIES

    JOBEL's supplier declines all liability in the event of improper use of the software and failure to comply with the minimum technical requirements.

    JOBEL's provider disclaims any liability for the use, malfunction, or maintenance of the devices and web browsers you use.

    It is your responsibility to ensure that the transmission of your fishing data to JOBEL is carried out in accordance with the laws and regulations applicable to fishing activities and the reporting of these fishing activities.

    JOBEL's provider declines all responsibility in the event that JOBEL fails to receive the user's fishing data within the time limit prescribed by the Ministry of Fisheries and Oceans.

    You represent and warrant that you have the authority and capacity necessary to use JOBEL for the purpose of reporting your fishing activities.

    JOBEL's supplier is not responsible for
      a. Any act or omission of a third party beyond the reasonable control of JOBEL’s supplier.
      b. Indirect, incidental, special, consequential, punitive, or exemplary damages (including damages arising from your use of JOBEL, whether in contract or tort, whether or not JOBEL's supplier has been advised of the possibility of such damages).
      c. The return of data and damages related to the loss or alteration of all or part of the content caused by a third party beyond the reasonable control of JOBEL's supplier.
      d. Damages caused by failures of JOBEL's suppliers, including federal IT services, internet service providers, or communications network operators (such as unreliable connection lines, fluctuating or interrupted bandwidth, etc., including when such failures result in the unavailability of the service);
      e. The loss, disclosure or fraudulent or illicit use of authentication means to access the customer account or JOBEL services.
      f. Your use of JOBEL by yourself or a third-party user in a manner inconsistent with this notice, the JOBEL user guide, or applicable laws and regulations.
      g. Security incidents related to the use of the internet by you or a third party, in particular in the event of loss, alteration, destruction, disclosure or unauthorized access to data provided for in paragraphs 4 and 5 of this notice on or from the internet


    JOBEL's supplier is responsible for
      a. The backup of customer data once transmitted to JOBEL's supplier, the implementation and management of a business continuity and/or recovery plan, and more generally of all technical and organizational measures to enable you to continue your business in the event of a major malfunction of the Services likely to impact the continuity of your business and the availability and integrity of its Content and data.


    You are responsible for
      a. You assume all risks and perils associated with your activities, and you are solely responsible for your use of JOBEL in compliance with this notice, the Fisheries Act, and the fisheries regulations within the framework of the administration of fisheries under the jurisdiction of Fisheries and Oceans Canada, including when your use of JOBEL is by or on behalf of third parties. If you use JOBEL on behalf of third parties, or authorize third parties to use JOBEL and its services, you agree to communicate this notice to them and have it validated before using them. You guarantee JOBEL's supplier compliance with these conditions.
      b. Review the documentation and available fishing modules in order to select the fishing module that you consider most suitable;
      c. Ensure that the intended use complies with the laws applicable to the activities carried out in connection with the use of JOBEL.
      d. the Content, its management and use (including its control, validation, deletion, as well as any measures to protect you against loss or alteration of Content) contained on the device used to report your activities in accordance with the Fisheries Act and applicable regulations, including when they belong to third parties or are used or operated by or on behalf of third parties, and compliance with applicable laws and regulations.

      "Act Of God"

      Neither Party shall be liable for the non-performance of its obligations – except for the payment of the price of the Services – if such non-performance results directly or indirectly from a case of force majeure as defined in Article 1470 of the Civil Code of Quebec. The Parties declare that the following events shall constitute cases of force majeure: strikes, including strikes by the personnel of one of their subcontractors, acts of vandalism, war or threat of war, sabotage, terrorist acts, fires, epidemics, earthquakes, floods, explosions, and power outages beyond the control of the prevented Party. The prevented Party shall (i) use commercially reasonable efforts to limit the effects of the event; (ii) continue to perform obligations that are not affected by the event; (iii) inform the other Party in writing as soon as possible of the existence, circumstances, impact on the Services and the estimated duration of this event or its effects; and (iv) keep the other Party regularly informed of developments in the situation after the initial information
  17. FINANCIAL CONDITIONS

    JOBEL Module Prices. The prices of the ordered modules are those in effect on the Website at the time the Order is placed. Unless otherwise stated, they are in Canadian dollars (CAD). Any tax applicable to the Services will be added to the price of the Services and will be due, without this being considered a price change.

SETTING UP YOUR DEVICE

  • You must allow geolocation of your device.
  • When using JOBEL, your web browser window must be in open browsing mode. This means you must not be in private browsing mode.
  • You should not clear your web browsing history or any cookies installed on your device without first ensuring that all fishing trips have been submitted to DFO by checking your trip log.
  • Only the following browsers are supported by JOBEL:

TECHNICAL REQUIREMENTS

JOBEL works on phones, tablets and computers:

  • JOBEL works on Safari, Chrome, and Firefox on devices that receive security updates to their operating systems.
  • We advise against using devices whose operating systems no longer receive security updates.
  • JOBEL mainly targets Apple and Android products.
  • For computers, you must have a USB GPS receiver connected to the computer and configured for automatic GPS position acquisition (input is also possible).

Chapter 1– REGISTRATION AND LOGIN TO JOBEL

The "Jobel Registration" section is intended for people who have never registered for an account before and who would like to discover a free demo version of JOBEL or subscribe to a commercial fishing module.

To register with JOBEL:


  • Go to the website www.jobel.ca
  • Choose your language by clicking on"FR"or "EN"
  • Click on the tab SIGNUPYou will be redirected to the JOBEL registration page.
  • Enter your FIN (Fisherman's Identification Number) available on your fishing license and complete the security test characters, then click the blue button." Following ". You will be directed to the terms and conditions page. Please read them. At the bottom of the page, check the read confirmation box and click the button. « NEXT ». You will be directed to the third page to finalize your registration.

  • If you wish to return to the “jobel.ca” website, click on the JOBEL logo.
  • Complete the required fields.
  • Scroll to the bottom of the page to complete all required fields.
  • Keep your password and the answers to your security questions in a safe place.
  • The email address you choose for your registration must be one that you have easy access to and, if possible, your personal email address.
  • Once you have completed the fields, click the blue "Login" button. You will be taken to the module selection page.


Did you enter an existing PIN code?

  1. JOBEL will verify through the questions whether you have an existing account. Answer all questions by clicking on the appropriate blue squares.
  2. Once the account verification associated with your PIN is complete, you will be redirected to one of the following options:
      To the login page. A password will be emailed to you if you forget it.
      Towards JOBEL central technical support
      To the PIN entry page to register.

SIGN IN TO YOUR ACCOUNT

To log in to your account:

  • Enter your fisherman's ID number.
  • Enter your password.
  • Click Login.

Forgotten password

You are logged out of JOBEL and have forgotten your password to access your account.

  1. Click on the blue text “Forgot your password?” At the bottom of the password field, you will be redirected to the password reset page.


  2. Enter your PIN and security text then click “RESET MY PASSWORD”. A message will appear informing you that an email has been sent to you. Go to the inbox of the email address you used when registering on JOBEL.


  3. Then follow the instructions in the email received.

Once in the application, you will always have access to the JOBEL MENU, which allows you to easily navigate through JOBEL's various features.

Click on "My Profile" to access your account details, your GPS test, and your JBE key. You can change the information in your profile at any time without affecting other JOBEL features.


Subscription receipts

To access your payment invoices made during your subscriptions to JOBEL modules.


Inactivity Report

Refer to your license conditions to find out if you need to file a non-fishing trip inactivity report.


General conditions

This displays the privacy statement, the fisherman's certificate, and the JOBEL terms of use that you accepted during registration.


Lock JOBEL

Click the "Lock JOBEL" button to close your electronic logbook and keep your data secure between uses.

The next time you use the app, enter your password and click the blue "Unlock JOBEL" button.

You don't need an internet connection to unlock JOBEL and enter a new trip

Comments

Click on the small bubble to add a comment regarding the data entered in this section. This message will be sent to the DFO when you submit your trip.


The Automatic Clock

As you enter your trip data, you can use the button with the clock icon to automatically fill in the date and time fields. By pressing the button, the current date and time will be instantly displayed in the appropriate fields. You can always manually change the date and time later.


Automatic GPS Reading

  • Automatic GPS reading is done offline and off-grid if your device is a phone or tablet with a GPS chip..
  • By clicking the "Read GPS" button in your trip, your current position will be automatically captured, including the NAFO zone and the quadrilateral.
  • You can also manually enter latitude and longitude, in degrees, minutes, and seconds format

The Crew Register

For each module, you have the option to enter your crew log.

  • At the start of the season, complete your crew log in your module settings in the Crew Log section.
  • Add all the information for each crew member by clicking "Add Crew Member."
  • Your crew will appear for each of your fishing trips.
  • You can change crews for each of your fishing trips.
  • You can print the crew log for each voyage sent by clicking the blue "Print Crew Log" button at the bottom left of the voyage data page.

The Quota Indicator

For competitive fishing such as snow crab, you can enter your quota in the settings.

  • At the start of the season, fill in your allocated quota in your module settings in the permits section. Enter it in kilograms or pounds; JOBEL will convert it.
  • When your settings are saved, the quota indicator will appear on the travel log page.
  • After each dockside weigh-in, your indicator will change, allowing you to track your progress. This information is for informational purposes only and is not sent to the DFO..

Non-Fishing Trip Inactivity Report

This is for fishermen who are unable to fish during all or part of the fishing season. (Refer to your license conditions).


To access the inactivity report, click "Welcome" in the top right corner of your modules page to bring up the main menu. Then, click "Inactivity Report" to access the report log.

Click “Back to my modules” if you wish to return to your modules page.


Click on “Add Report” to access the data entry page.

Click on “Add an inactive period”.

You can delete the last period of inactivity by clicking the red "Delete last period" button, or add a new period of inactivity by clicking the blue "Add a period of inactivity" button.

The report consists of a data entry page and a review page.


Data entry page

This page is dedicated to information that you absolutely must complete.

  1. Report Identification This is the automatic information that identifies the trip (version, software vendor, unique report identifier, date and time the inactivity report was created).
  2. General Information This is the information related to the fishing license affected by the inactivity that you must complete (DFO region, operator name, license holder PIN, vessel name, and vessel registration number).
  3. Click the blue "Review" button to verify the information you have completed before sending your report to DFO.

The review page

The review page presents all the data entered in your JOBEL inactivity report and which will be or has been transmitted to the MPO.


It is the fisherman's responsibility to verify that all data entered is correct. Once you have reviewed the data in your report, you have four options:


  • If you notice an omission or error in a data field, click "Edit Report." You will be automatically returned to page 1 of the report.
  • Check the data page to find and correct the error, then click the blue "Review" button.
  • The Delete Report option applies if you wish to cancel the entire report with all its details. A confirmation message will appear so you can confirm the deletion of the data. If you wish to keep the data, click "Cancel."
  • Close the report. If the information on the "Report Review" page is correct, you can click the blue "Close Report" button.
  • Once your report is closed, you will be returned to your report log (see Chapter 3).

Sending the report to the MPO

Chapter 3 - Module Subscription

✓ You must be connected to the internet to subscribe to a module.


Choosing A Module

Choose a commercial or demo module by clicking the "ORDER THIS MODULE FOR ONE YEAR" button for the selected module.


Free Demo Module


Free demo modules are still available, even if you don't subscribe to a commercial module.


A demo module is available per species and has the same functionality as the commercial module available for that species. A demo module allows you to familiarize yourself with how JOBEL works and later add the desired commercial module.


✓ By choosing a demo module, your data will not be sent to DFO. You must use a commercial module to submit your fishing reports to the government.

To subscribe to the demo module:
  • Select the demo version for the chosen species
  • Click the blue button "ORDER THIS MODULE FOR ONE YEAR."
  • Once ordered, the free demo module is identified by the word DEMO in its center.

  • Once in the demo module, it is distinguished from the commercial module by a background on which DEMO is written in red.

Subscribing to a Commercial Module


A commercial module allows you to submit your fishing reports in accordance with DFO requirements and send your data directly to the government.


To subscribe to a commercial module:

  • Choose the name of the desired module and then click the "ORDER THIS MODULE FOR ONE YEAR" button

You will be redirected to the order page.


In the new window that appears, enter your payment information:

  • Your credit card number
  • Your card expiration date (MM/YY)
  • CVV code (3 digits on the back of your card)
  • Zip code

Once completed, press the blue "Pay CA$74.73" button and wait a few moments. The transaction will be completed and your account will be updated to add your new module.


You will be automatically redirected to the "TRAVEL LOG" page of the module to which you are subscribed.


Subscribing to multiple commercial modules
  • From the MY MODULES screen, click the "Add a module" icon. You will be redirected to the module selection page.

  • Choose the name of the desired module then click on the button "ORDER THIS MODULE FOR ONE YEAR".

You will be redirected to the order page.


Once you have reviewed your information, press the "PAY WITH CARD" button. Consult our visual guide to learn how to subscribe to a module by going to jobel.ca/guide.

Renewal of a Commercial Module


✓ PLEASE NOTE! We will never ask you to renew your fishing module by sending you an email. The fishing module renewal message is visible only on your JOBEL account.

  • You can renew your fishing module subscription one month before the expiration of your previous year's subscription.
  • Before the start of the fishing season, log in to your JOBEL account. You will be redirected to your homepage with your modules from the previous year.
  • Modules requiring renewal appear in gray with a message inviting you to renew your subscription. Click "CLICK HERE TO RENEW" to renew your subscription.

  • If you are renewing a demo module, it appears in blue without you having to take any further steps.
  • If you are renewing a commercial module subscription, you will be redirected to the credit card payment page. Once the payment is complete, you will be automatically returned to your home page. Renewed modules appear in blue.

Chapitre 4 - Clé JBE

✓ You must have a good internet connection to obtain and register your ELG key. A red message will appear if your ELG key is not properly registered. In this case, check the quality of your internet connection, then re-enter your ELG key and click "Register Key."

Get Your ELOG Key and Register It in JOBEL


The ELOG key is your unique identifier with the DFO as an electronic logbook user. To access your ELOG key page, click on "ELOG Key" in the main menu.

  • When you subscribe to a commercial module for the first time, you will be taken directly to the ELOG key page.
  • Follow the instructions to obtain your ELG key from the DFO. To obtain your ELG key, log in to the DFO website by following the link provided:https://www.dfo-mpo.gc.ca/fisheries-peches/sdc-cps/index- eng.html
  • Once you have obtained your key, enter it in the JBE key field of your JOBEL account, then click on the blue square labeled "SAVE KEY."

  • A message will appear on the screen indicating that the JBE key has been successfully registered. Click "OK" to close the message. You will be returned to the JOBEL home screen.

Modify Your ELOG Key

  • In your main menu, click on "My Profile" and choose the "EJB Key" tab.
  • Follow the steps to obtain an EJB key.
  • Click on the blue "REGISTER KEY" square. A message will appear to confirm that your key is registered. Click "OK".

Chapter 5 - Function of a Fishing Module

✓ You don't need an internet connection to open, fill out, and close a fishing trip.

Trip Register


Regardless of the species you fish, the trip log for each module looks the same.

The name of the module you are using is at the top of your page.

Each fishing trip you make is considered a "trip" in the JOBEL electronic logbook. A trip can have three statuses. It will be listed in one of the following tables depending on its status.


One Open Trip – The trip in this table has not been closed or sent to the DFO.

  • There can only be one open, unsent trip in this table. This is the trip you have started but have not yet completed.
  • It is displayed in red.
  • By clicking the blue buttons on the right, you can "Edit" or "Delete" the trip.
  • By clicking the exclamation point, the open status of your trip is displayed.
  • You must either edit, complete, and then close this trip, or delete it.
  • You will not be able to open a new trip while a trip is open.

Closed Trips - The trips listed in this table have not been sent to DFO.

  • This is the data for fishing trips that you have closed but have not yet sent to DFO.
  • This trip data can no longer be edited. However, you can enter your dockside weigh-in data, if applicable, by clicking the "Landing" button.
  • Closed trips are displayed in yellow to remind you to send them to DFO.
  • You can view and send them by clicking the blue button on the right "View Trip" and then clicking "Send to DFO" at the bottom of the review page.
  • Clicking the exclamation point displays the closed and uneditable status of your trip.

Sent Trips - The trips in this table have been closed and sent to DFO.

  • This is the data for fishing trips that you have closed and sent to DFO. This data can no longer be edited.
  • You can view it by clicking the "View Trip" link.
  • The green check mark confirms that the voyage has been received by DFO.
  • If an "X" appears, check your "Transmission Log" to find out the reason by clicking on "View Voyage".



When you use your module for the first time, the travel log will be empty




Completing a Trip


Fishing forms vary depending on the species being fished. Please refer to the specific species for more information. However, the points below are common to all fishing modules.

  • Regardless of the module used, you must complete all mandatory fields before moving on to the next page of your logbook.
  • Some fields may not be mandatory in your fishing area. However, by completing these fields, you enable the acquisition of essential data for better fisheries management.

Data Group Closure


The JOBEL application allows the individual closure of each occurrence of the following data groups if they are used:


  • Hail Out
  • Hail In
  • Interaction with an Endangered Species
  • Interaction with a Marine Mammal
  • Lost or Found Gear
  • Personal Consumption
  • Bait Used
  • Bait Caught
  • Label
  • Fishing Effort
  • Inactivity Report
  • Landings
  • Transferring Fish from a Livewell or Boat

Closing data locks the data and prevents further modification.

  1. To lock a group, simply press the close button at the end of the section. In the example, we are in the Effort section, so the button displays "Close Effort."
  2. After clicking the close button, you will be prompted to confirm your action. Remember that it is not possible to edit the data once it is closed.
  3. Once closed, the section will display the date and time of closure.

You cannot delete or edit a closed section, but you can still add an occurrence to the dataset by clicking the add button.
In our example, this is the "Add Effort" button.


Fishing Effort


Add/delete hauls and efforts.
  • Within a single effort, you can add all the necessary features by clicking the blue "Add a feature" button at the end of the feature table. If you have added a feature by mistake, you can delete it by clicking the red "Delete last feature" button.
  • You can add all the efforts made by clicking the blue "Add an effort" button at the bottom of the page. If you have added an effort by mistake, you can delete it by clicking the red "Delete last effort" button.

Modifying default information: Some information is entered by default based on your module settings. You can modify this information at any time during your trip by clicking on the field with the information you wish to modify.

Bycatch


Add/Remove Bycatch – Bycatch is reported in each haul.


  • To add a bycatch, click "Add Bycatch" and complete the required fields. Fields may vary depending on your fishing module.
  • To delete an incidental catch, click the red "Delete this incidental catch" button.

Lost Gear


The Lost Gear page contains information about fishing gear that you lost at sea or found during your trip.

  • Select the gear status. The GPS coordinates will be automatically populated based on your fishing effort data and the type of fishing gear you are using.
  • Complete the other fields.
  • If you have multiple trap tags to report, click in the field and enter the tag numbers separated by a semicolon.
  • You can add or delete gear lost in other areas where you fish.

Species at Risk Page:


JOBEL's "Species at Risk" page is dedicated to interactions with species at risk.


  • Information on species at risk is mandatory if you have an interaction.
  • Select the species and complete the required fields.
  • The GPS coordinates of the interaction will be automatically populated if your module has an interaction indicator during fishing effort.
  • Consult our visual guide to learn how to submit a species at risk interaction report by going to jobel.ca/guides.

Marine Mammals Page:


JOBEL's Marine Mammals page is dedicated to interactions with marine mammals.


  • Select the species and fill in the required fields.
  • The GPS coordinates of the interaction will be automatically populated if your module has an interaction indicator during fishing activity.
  • Consult our visual guide for submitting a marine mammal interaction report by going to jobel.ca/guides.

Trip Data Review Page


The "Trip Data" page displays all the data entered in your JOBEL electronic logbook that will be or has been transmitted to DFO.
It is the fisherman's responsibility to verify that all data entered is correct. Once you have reviewed your fishing trip data, you have four options:

  • It is the angler's responsibility to verify that all data entered is correct. Once you have reviewed your fishing trip data, you have four options:
    • Review the data pages successively to find and correct the error, then click the blue "Review" button.
  • Delete Trip: This option applies if you want to cancel the entire trip and all its data. A confirmation message will appear asking you to confirm the deletion of the data. If you want to keep the data, click "Cancel".
  • Close the trip: If the information on the "Trip Data" page is correct, you can click the blue "Close Trip" button.
    • Warning: The fishing trip will be permanently closed and you will no longer be able to change the trip data.
    • A message will appear asking you if you want to close your trip. Click "Yes" to close the trip or "No" to continue reviewing your data.

  • Return to Registry: This is the action to choose if you do not wish to close your trip. You will be returned to the trip registry.
    • Your trip is in the open trips area, meaning it has not been closed or sent to the DFO.
    • You can then continue to modify your trip or close it.
  • Once your trip is closed, you will be returned to the trip log. Your trip will be visible in the closed trips table so you can complete the necessary actions. The landing action is only available for fishing modules that require dockside weighing.

Disembarkation (for modules with dockside weighing)


  • Click the blue "Disembarkation" button corresponding to the closed voyage for which you wish to add landing data. You will be guided to the details of your voyage.
  • At the bottom of the page of your already closed complete voyage, the "Disembarkation" table appears. You must enter all the requested information in this table. The requested information varies depending on the species.
    • Enter the arrival date and time.
    • Enter the date and time the landing began.
    • Dockside weighing allows for changes to the quota indicator; this information is not sent to DFO. The estimated retained weight is sent to DFO.
  • Once you have entered your disembarkation information, click "Close Disembarkation." Your disembarkation information can no longer be edited once closed. An alert message will inform you that you are about to close your disembarkation.

Sending a Trip to DFO


  • From your trip log, click "Send" to send a completed trip to DFO.
  • The trip data page opens. Click the blue "Send Trip to DFO" button at the bottom of the trip data page.
  • A message will inform you that your trip has been sent to the DFO.
  • If your internet connection is not sufficient to send the trip, you will receive the following message:

    Your trip will still be visible in the Closed Trips table and you can resend it once the network is available.
  • Once sent, your trip will be found in the “Sent Trips” table.
  • If the data has been sent to the DFO, a green check mark will appear next to your trip, which can be found in the table of submitted trips.
  • If an error was detected by JOBEL after your trip was sent to your JOBEL account, a black cross will appear. In this case, check your trip transmission log and contact JOBEL technical support as soon as possible at 1 (833) 689-5623.

Transmission Log


  • The transmission log for a trip allows you to review the details of a trip's transmission and the causes of any potential problems.
  • It is visible at the bottom of the trip data page after you first click the "Send Trip to DFO" button on the trip data page.
  • An entry in your transmission log is created each time you click the "Send Trip to DFO" button.
  • The details of the submissions are shown in the table: If, and only if, you have reported an Interaction with a Marine Mammal (form 222), or if you have reported a lost or found device (form 223), the submission table displays the XML files corresponding to your report.
  • Click on the blue text to download your trip's XML file.
  • If you encounter a network problem, the following message will appear in the trip's transmission log: "Internet connection issue, the Jobel server is unreachable."

Chapter 6 - Module Pages in Detail


Trip Log

    • This trip data can no longer be modified. However, you can enter your dockside weigh-in data, if applicable, by clicking the "Landing" button.
    • You must submit your data no later than 72 hours after your trip, or according to the conditions of your license.
    • Closed trips are displayed in yellow to remind you to send them to DFO.
    • You can view and send them by clicking the blue button on the right "View Trip" and then clicking "Send to DFO" at the bottom of the review page.
    • Clicking the exclamation point displays the closed and uneditable status of your trip.
  • One or more trips sent - These trips have been closed and sent to DFO.
    • This is the data on fishing trips that you have closed and sent to DFO. This data can no longer be edited.
    • You can view it by clicking on "View Trip".
    • The green check mark confirms that the trip has been received by DFO.
    • If an "X" appears, check your "Transmission Log" to find out the reason by clicking on "View Trip".

When you first use your module, the trip log will be empty and you will need to enter your settings before adding a trip. Once completed, your settings will automatically appear in the trips created in your module. These settings can be changed at any time, if no trips are open.


Settings


Before you can make a trip for the first time, you must enter your settings.

Once completed, your settings will automatically appear in the trips created in your module. They can be modified at any time.

The "ADD A TRIP" button is gray. This means that you cannot enter a trip until you have completed a step necessary for JOBEL to function properly.

If a field is not correctly completed, it will appear in red. A message will tell you what to do to do next.


Enter the parameters


ATTENTION!
Complete the requested fields on your settings page. You must complete all data fields, without exception. Only the crew log is optional. The information varies slightly depending on the fishing module, region, and fishing zone.

Subform selection


Enter the DFO region you report to.


Operator Name


Enter the name of the person who normally operates the vessel. This is normally the license holder. However, it is possible that the license holder may be substituted to operate the vessel. In this case, enter the name of the substitute.


FIN


Enter the operator's fisherman's ID number.

Number of Crew Members


(Displayed by region)

Number of crew members, including the captain.
Crew Register: Click "Add Crew Member" to register your fishing assistants.

Vessel Registration Number (VRN)


Enter your vessel's registration number as registered with the DFO.


Partnership


Indicate whether you have a partnership agreement or not.


Fishing License Number


Enter your fishing license number. If you fish for this species on this boat with multiple licenses, you can enter multiple fishing licenses by clicking "Add License".


Target Species


This field is automatically populated.


Fishing Area


Select the fishing area for which the permit was issued.


Total Number of Gears


Indicate the number of fishing gears authorized for this license.


Fishing Statistical Area


Select the fishing statistical area for which the license was issued. Usually, this only applies to Newfoundland and the Pacific region.


First Type of Bait


Indicate the type of bait you will primarily use.


Departure Port


  • Choose the departure province.
  • Choose the departure region within the selected province.
  • Choose the departure port.

Arrival Port


  • Select the arrival province.
  • Select the arrival region within the selected province.
  • Select the arrival port.

Company offering the outbound call service


(Displayed by region)

Select the company offering the outbound calling service you would normally use.


Company offering the inbound calling service


(Displayed by area)

Select the company offering the inbound calling service you would normally use.


Transfers


Depending on your module and your fishing area, you must indicate whether you make transfers by answering the transfers question.


Units of Measurement


Choose the unit of measurement you are most comfortable with: pounds, kilograms, or both.


Once you have completed your settings, click the "SAVE" button at the bottom of the page. If any necessary information is missing, the field will turn red; otherwise, you will receive a success message.

Fishing gear details in the Shrimp and Crab module

Gear details only apply to the Pacific Region Crab and Shrimp subtypes.


Please fill out the fishing gear details fields on your settings page. This information is only requested once a year, or if you change gear types during the season. Information varies depending on the fishing module.

  • If you would like to add fishing gear to your trip, click the blue "Add Fishing Gear" button.

Vehicle Type (displayed by module)


Select the vehicle type.


Number of Tunnels (displayed by module)


Total Number of Vehicles


Indicate the total number of vehicles associated with your permit.


Frame Material


Select the frame material.


Mesh Material


Select the mesh material.


Upper/Lower Diameter and Exhaust


Enter the measurements in cm or inches; JOBEL will convert them.


Length and Width of the vehicle


Enter the measurements in cm or inches; JOBEL will convert them.


Trap subtype (displayed according to the module)


Select the trap subtype.


Vehicle Height


Enter the measurements in cm or inches; JOBEL will convert them.

Open a New Trip


  • A fishing trip consists of 5 pages, to which may be added the declaration pages with marine mammals, endangered species, the declaration of lost/found gear, and the inactivity report during a fishing trip (refer to the conditions of your license).
  • Depending on your fishing module and your region, you will need to complete a certain amount of information during your fishing trip.

Page 1 - General Information


Page 1 of the JOBEL electronic logbook is dedicated to general trip information.


  • This is the automatic information that identifies the trip (software version and provider, trip number, unique logbook identifier, trip creation dates and times).
  • This is the information you entered in your settings. You can modify certain information in your settings data within the trip if necessary.
  • Observer on board: You must indicate if you have an observer on your trip.
  • If you are fishing in an area affected by transfers, you must indicate if you are using a carrier for this trip.
  • If one of your crew members is absent, click the red "Remove this crew member" button. They will be removed for this trip only.
  • If you wish to add a crew member to your trip, click the blue "Add a crew member" button. They will be added for this trip only.
  • To proceed to the next page, click "Next".

Page 2 - Departure


This page concerns your fishing departure time.


  • Out-of-Sea Calls
    • Service Provider: This is the company offering you the call service. It is automatically populated from your settings. However, you can change it by clicking the blue arrow to the right.
    • Call Confirmation Number: Enter the number provided by the company.
  • Departure Information:
    • Departure Date and Time: This is the time you leave the dock to go fishing. (See the navigation aid to enter dates and times.)
    • Port: You can change your departure port, which was automatically populated from your settings.
    • Depending on the fishing module, specify the departure dock.

Once all fields are correctly completed, click the blue "Next" button.

Page 3- Fishing Effort

WARNING!
✓ You can close your fishing effort before completing your trip. Once your effort is closed, you will no longer be able to modify your fishing effort data. To modify your data, call DFO at the number listed in your licence conditions.


This page covers all your fishing efforts. You can add as many fishing efforts as you want, each containing as many hauls as necessary.
The information to be completed will be displayed based on your module and fishing region.

  • Fill in the required fields.
  • To add a second line, click the blue "Save Line 1" button and click the "Add Line" box, then enter the data.
  • If you add a second tow by mistake, you can delete it by clicking the red "Delete Last Tow" button.
  • Depending on the module and region, if you have additional catches, click the blue "Add a catch" button.
  • Depending on your fishing region, special fields will appear:
    • Number of females caught with a V-notch.
    • Number of females marked with a V-notch.
    • Number of large lobsters (< 145 mm) caught.
  • Indicators – You will need to indicate at the end of each effort whether you have:
    • Had an interaction with a species at risk.
    • Had an interaction with a marine mammal.
    • Lost or found any of your fishing gear.
    • Had a period of inactivity during your fishing activity (refer to the condition of your fishing license to find out if you must declare a period of inactivity).
    • Answer all four questions with "YES" or "NO."
    • If you answer "YES," the appropriate forms will appear on the following pages. You must complete these forms.
    • Lost and Found Gear: This is just your fishing gear.
  • To add a second effort, click the blue "Save Effort 1" button and click the "Add Effort" box, then enter the data.
  • If you add a second effort by mistake, you can delete it by clicking the red "Delete Effort #2" button.

Page 4 - Bait/Tags


Page 4 of the JOBEL electronic logbook is dedicated to bait information.


- Bait Caught

  • Depending on your region, you must enter the bait used during your fishing trip.
  • If you did not use any bait for this trip (for example, on your last fishing trip), you can remove a bait by clicking the "Remove Last Bait" button.
  • - Bait Caught


    • In the Tuna and Swordfish module, depending on the region, you must complete the information relating to bait caught during your fishing trip for possible use as bait.

    - Tags

    • In the Groundfish module, for the Newfoundland and Pacific region, page 4 is dedicated to the tags section. If you need to declare a tag, click the "Add a Tag" button and complete the required fields.

Page 5 - Additional Pages


Lost/Found Gear Report


  • If you answer "YES" to the question "Did you lose or find any of your fishing gear during this fishing trip?" (Page 3), you must complete a report on the following pages of your trip.
  • Select the gear status by clicking the arrow in the Gear Status field.
  • The page opens; some information is automatically populated based on the data entered in your fishing trip. You can modify the information if necessary.
  • The information requested varies depending on the type of gear lost/found.
  • You must add loss events for each type of lost device.
  • You can enter the tag numbers of the lost devices if you already know them (optional).

Click the blue "Next" button to go to the next page.

Declaration of an Interaction with a Species at Risk


Information on species at risk is mandatory if you have an interaction. Reporting is useful for science and essential to support the fishery's eco-certification and facilitates the marketing of fishery products.

  • If you answered "YES" to the question "Was there an interaction with a species at risk during this fishing effort?" (Page 3), you must complete a declaration on the following pages of your trip.
  • Unless otherwise indicated, all fields are mandatory.
  • Click the blue "Next" button when all fields are completed.

Declaration of an Interaction with a Marine Mammal


  • Under the Fisheries Act, this reporting form must be completed immediately after any accidental contact between a marine mammal and a vessel or fishing gear.
  • If you answered "YES" to the question "Was there an interaction with a marine mammal during your fishing effort?" (Page 3), you must complete a declaration on the following pages of your trip.
  • This page is partially and automatically completed based on the data entered in your fishing effort. You can modify the information if necessary.
  • Click the blue “Next” button when all fields are completed.

Declaration of a Period of Inactivity


  • If you answered "YES" to the question "Was there a period of inactivity during this fishing effort?" (Page 3), you must complete a declaration on the following pages. Refer to your license conditions to determine whether or not you must complete an inactivity declaration.
  • Click the blue "Add a Period" button and complete the information for declaring trip inactivity.
  • The fishing license number is pre-filled, but you can change it if the declaration concerns a different fishing license.

Page 5 - Transfers - Personal Use - Arrival


This page of the JOBEL electronic logbook is dedicated to Transfers, Personal Use, and information related to Arrival at the Dock.

Transfers


Transfers are only displayed if they are available for your fishing area.

  • Click "Add a Transfer" if you are making a transfer.
  • Enter information regarding the transfer of catches from the tank to the boat and from the boat to the tank.
  • Several fields are pre-filled according to your settings but can be modified.

Personal Use


  • If you have more than one personal use, click the blue "Add Use" button.
  • Enter the total weight stored for each type of personal use.
  • Depending on your region, select the intended use type for your personal use by clicking the blue arrow in the Use field.
  • Depending on your region, select the product size for your personal use.

Arrival


  • Arrival Information: (regarding the lobster fishing module)
    • Arrival Date and Time: This is the time you expect to arrive at the dock (see the navigation aid to enter dates and times).
    • Port: You can edit your arrival port, which was automatically populated from your settings.
  • Click the blue "Review" button when all fields are completed.

REVIEW PAGE

The review page displays all the data entered in your JOBEL electronic logbook and which will be transmitted to DFO.


It is your responsibility to verify all data entered.


Once you have reviewed the details of your fishing trip, you have four options:

1. Edit Trip

Applies if you notice an omission or error in a data field. You will be automatically redirected to page 1 of the logbook. Check the data pages successively to find and correct the error, then review your trip.

2. Delete Trip

Applies if you wish to cancel the trip with all its details. An alert message will appear so you can confirm the deletion of the data. If you wish to keep the data, click "Cancel".

3. Close the Trip

If there are no errors, you can click the blue "Close Trip" button. It will then be permanently closed, and you will no longer be able to modify the trip details yourself.

Return to Trip Log

This is the action to choose if you do not wish to close your trip immediately. You will be returned to the trip log. Your trip will be in the open trips area, meaning trips that have not been closed or sent to the DFO.


You can return to your trip by clicking the "Edit Trip" link. You will be taken back to page 1 of your trip.

Disembarkation

This is the action to take before sending your trip to the DFO.

Click the blue "Disembarkation" button. The "Disembarkation" table appears at the bottom of the page of your already closed trip. You must enter all the requested information in this table.


You can change the port of arrival, which was automatically entered from your settings.

Once you have entered your disembarkation information, click "Close Disembarkation." Please note! Once the disembarkation is closed, your disembarkation data can no longer be changed.

Sending trip to DFO

ATTENTION!
You must be connected to the internet and using a reliable connection to send your trip to DFO.

You do not need to send your trip from the wharf. You have 72 hours after arriving at the wharf to have a good internet connection to send your trip to DFO.

Send the trip to DFO

From the trip log screen, click the "Send" button for the trip that has not yet been sent to DFO. This button is located in the Closed Trips table. You will be taken to the details of your trip.


The trip data page opens. Click the blue button at the bottom of the page "Send Trip to DFO".

Once sent, your trip will appear in the "Sent Trips" table.

  • The green check mark confirms that the trip has been received by DFO.
  • If an "X" appears, check your TRANSMISSION LOG to find out the reason by clicking "View Trip".

Transmission Log

  • Sent Trips: Your trip is now in the Sent Trips table.
    • Click "VIEW TRIP" to view the details of this trip.
    • The TRANSMISSION LOG table at the bottom of the trip page shows the details of the transmission to DFO.
      • A green check mark in the status indicates that everything has been sent successfully.
      • A black "X" indicates that DFO is analyzing the trip.
    • If you completed a Marine Mammal Interaction Form (Form 222) or Lost or Found Gear (Form 223), the transmission table will display the data file (XML) for these forms.
  • You can download the data files (XML files) for each form sent to DFO by using the links in the transmission log.
  • If you have attempted to send a trip unsuccessfully, and it is still in the CLOSED TRIPS table, the sending attempts will be recorded in your transmission log with an error message.
  • First, check the reasons in the transmission log as well as your internet connection and click on "Send Trip to DFO" again.
  • If, despite a good internet connection, your log is not sent, you must contact JOBEL immediately.
  • If you wish, you can print the crew log by clicking on the blue "Print Crew Log" button.
    • Closed trips are displayed in yellow to remind you that you must send them to DFO.
    • You can view and send them by clicking the blue button on the right "View Trip" and then click "Send to DFO" at the bottom of the review page.
    • Clicking the exclamation point displays the closed and uneditable status of your trip.
  • One or more trips sent - These trips have been closed and sent to DFO.
    • This is the fishing trip data that you have closed and sent to DFO. This data can no longer be edited.
    • You can view it by clicking on "View Trip."
    • The green check mark confirms that the trip has been received by DFO.
    • If an "X" appears, check your "Transmission Log" to find out the reason by clicking on "View Trip."

The first time you use your module, the trip log will be empty, and you will need to enter your settings before adding a trip. Once completed, your settings will automatically appear in the trips created in your module. These settings can be modified at any time, if no trips are open.
